it is a watchguard firewall. and it acts as an ftp proxy. though I could not
see any option possibly related to my issue.
I will look at it again.

No, TLS is done on the same port. Besides, as far as I understand we
never return that error message. Could it be that the firewall works as
a FTP proxy? What's the firewall your using?
