Configurable temporaly IP Blacklist after fail login

After some failed login attempt in a specific period of time, the server should
add the ip to a temporaly blacklist and remove it after a period of time. -
like a temporaly IP-Restrictor.
It would make brute force attacks harder like ticket FTPSERVER-99.
It's only a proposal for more functionality for the server.
