Hi Ryan,
 
someone has developed a system to overcome this.  It involves using a hidden frame to track the page changes and then passing that change into Flash.  You can find a working example and source files at the following link.  I don't know if this solution is acceptable for Google.

Does anyone think that Macromedia should put a note on their Flash
Detection Kit..

"Warning, using this will result in your site being disapproved by
Google Adwords because it breaks the back button"

Is there an alternative around that doesn't break the back button?

What I want to do is show the user a screen giving them the option to
install or upgrade Flash, rather than just the Windows dialog box...
