I've been on many lists that implemented a "must-trim quoted text rule." The best implementations I've seen haven't been those that force a specific ratio. What seems to work best is a simple rule that states if the quoted text includes the list footer, it's automatically bounced back to the sender with a warning. Leaving the footer in shows that you didn't bother to even try to trim the quoted text.
