The user should have a basic understanding of the care and maintenance of the tool in order to maintain the safety of the data and the data of other computers.  And there's the obvous need to know how to safely operate and use the tool, whether it be an automobile or a computer.

Hmmm...a computer operator license...no, let's not go there....

Ha ha ha…licenses. How about a plain dam simple test like

"QUESTION: Where do you find installed programs at?
A. On your desk.
B. On your friends computer.
C. In "Program Files" under the Start Menu.
 

Anyway, to my point about your post. You would think that simple care maintenance is feasible. I have 5 daughters, 3 drive. "Oil, where?". I don't fight it any more I just check'em every week.
