RFC1149 notes that "With time, the carriers are self-regenerating."  While this
may have been true when that RFC was written, it may become an issue for those
trying to implement RFC2549 QoS and/or other traffic engineering techniques, if
new carriers are not available for packet retransmission on a timely basis.
