Odd.  My current ISP blocks outgoing SMTP but will allow you to opt-out of
that block by calling tech support.  They then opt you back into the outgoing 
SMTP block
but will then volunteer to make your opt-out permanent.  "Oh, you wanted that 
opt-out to last forever?" After they do that they randomly opt you back into 
the outgoing SMTP block and then claim they don't block outgoing SMTP but will 
confirm you are on the permanent opt-out even if they decided to do so.  
Usually there are questions about what email client you are using.  Of course, 
I claim to be using netcat whenever that question comes up.  "Yes, I said 
netcat - it's an Icanhascheeseburger-branded mail client"
