There is an 'invisible' layer of furthur that does the file transfer.
It's called pcp or packet chain protocol.

It means that once a file is being downloaded by anyone...anyone else that
wants it gets it from someone else who is downloading it too [if anyone else
is] forming a chain of downloaders [or chain of fools according to aretha
franklin] across the net.

The only time a file should be unavailable is if its on someones machine that
is full up in 'downloading slots'. In that case I think the files should be
que'd up and possibly 'greyed out' until the slot opens.
