i don't think going to 100% for brief periods is necessarily a bad thing.
but caping at 50-75% might not be so bad either.

unfortunately in my case it wasn't a brief period. it was a minute if not
a couple of minutes. and i'm running on a 1G processor here, and nothing
else labor intensive was going on at the time. additionally, as i said, i
had cancelled all my downloads and the processorusage did not decline.
so unfortunately, it doesn't quite sound like the situation that you
described above.
but at the same time, i also haven't seen it again since.
