If there were a person with faster upstream with the show you want, PCP would adjust to allow you to download faster. However, it sounds like the fileset you want is only available from someone that can give you a 6.6Kb/sec download.
The really cool thing about PCP is that it will dynamically adjust the download chain to take advantage of the fastest downstream and upstream of each user.
