The upstream bandwidth cap that Furthur uses isn't implemented in a
traditional way.  It basically adjusts the PCP algorthm to reduce the
upstream.  So, as people connect and disconnect from your shares, and as
Internet conditions change, the algorthm must adjust, and this is why your
upstream won't hold a steady "cap" like an FTP server would.

Think of it like this...  if your upstream is under the cap, PCP starts
creeping it up... once it goes over the cap, PCP will then start
throttling it down... and on and on.
