I found the error, Hal's example has:

<cf_devnoes
wwwroot="http://www.myrootdir.com/"

The trailing slash is contrary to Hal's note, and the note is correct.
No trailing slash in cf_devnotes.  Taking uout the above trailing slash and 
the error below goes away.
