Yes, you need to also append URLToken to links in the public area if you
want admin users to remain logged in after they have logged in and the go to
the public section and then back to the admin section. By adding URLToken to
every link, a user gets an URLToken on the first hit to your site, and keeps
that ID whether they are in the admin area or not, and whether they are
logged in or not.
