Being somewhat familiar with the writing and publication process
(contributed in some aspect on a handful of programming titles), it
would have to cover 3.0 - the release date indicates the book is being
currently written, and I can't see 3.1 being defined and "released" with
enough time to modify the book's contents.

(That's the only downside to an open specification like FB - the spec
moves faster than publication cycles)
