I do work for the EPA and we are subject to Section 508 accessibility
concerns. You *can* use javascripts as long as you provide equivalent
functionality using the <noscript> tag. For the non-javascript users,
you will probably have to go through a series of submits in order to
properly populate your select box before the final form submittal.

Does anyone know how to dynamically change a form based on a select box
without submitting the form or using JavaScript. I work for a state
agency and for accessibility reasons I need to stay away from JavaScript
if possibile.
