I found out the other day that if you don't define EVERY folder in your fuseaction path as a circuit in your fbx_circuits.cfm file - it wont execute your fbx_settings for that folder.
This of course was AFTER I spent an good hour examining the core file.
For example, let's say you have a folder path that looks like this:
wwwroot/admin/people
If your fbx_circuits only defines wwwroot and people as circuits, it will skip admin's fbx_settings on the way down, and also it's layout on the way up. This is actually desired functionality if you think about it, fusebox doesn't care about directories, it only see's defined circuits.
