Ahh, Rule One for Recursion (this is true no matter what architecture/language you are using):
"There must be some condition where the recursive call is not made, so that the recursion eventually bottoms out."
 
As I said, I can't think of any particular reason that I would want to make a recursive call from within fbx_settings, but if I did, then there would have to be some conditional logic around the recursive call.
 
In your case, you might use a boolean flag called "request.festivitiesLoaded" or similar.

Why can't you use CFMODULE in fbx_settings?  I've never heard that one before.  Just be aware that you mightn't have set the value of #self# yet.  Apart from that, I can't see any problem.  Mind you, that doesn't mean I think of too many good reasons to do it. ;-)
