Actually, at this stage there is still a great deal of guesswork. There are two sets of figures that you need to guess/refine/gather:
1) The weightings for the various types of fuse (including the effort of related infrastructure like databases); 2) The expected effort per "unit". This is essentially a Fusebox-tailored Function Point analysis. The trick is to accumulate enough experience/statistics to make the estimates useful. I have no doubt it can be done. Perhaps we need a community effort to pool statistics, especially on the weightings, which will probably be fairly constant from developer to developer.
