Where are you dumping the structure at? If in the master fbx_layouts file, then of course it is in the home circuit. I'm no expert on FB3, but I believe you need to use the fbx_layouts file within your circuit to the the layout, then use a CFPARAM in the master layouts file to override the default layout.
