What about an index.cfm in the #request.webroot#/news/ folder which is a
simple redirect to the correct fuseaction action off the parent? It would
have to be hardcoded CFLOCATION though since you'd be calling it outside of
the fusebox.

Other than that you'd have to look at folder redirect's in IIS, but I reckon
the top method should work....
