How about this ... you could have "menu files" or in XML "menu's" that would show in a drop box... they would be selectable and you could include them in that manner. This would allow you to have, once again... multiple menus, and select them at will. This would not replace the inline menus... but it would allow you to have common menus that you would not have to type in over and over during the wireframming process. It would also work well for the universal updates... if you add something to one of the menus it would show up in all the correct places.
