For calling parent fuses form the child I would do a cfmodule. You would have to add some sort of layout suppression if I am correct. As for securing a fuseaction to only allow it to run from a custom tag call or such, you should be able to use the Fusebox variable fusebox.isCustomTag to do some conditional logic to protect it.
