I have to jump in here to make a correction: in *most* cases the statement below is correct.

That is, attributes.fuseaction = "#fusebox.circuit#.#fusebox.fuseaction#" is always true whereas fusebox.targetcircuit is supposed to equal fusebox.circuit only when the core file was able to identify the fusebox.circuit as being an actually-defined circuit. You might want to think of fusebox.circuit and fusebox.fuseaction as somewhat "raw" values -- the sorts of thing that would have gotten passed in on an URL for example, although even that begs the question of their value if no fuseaction is received and/or one if recived which is not a dot-delimited list -- and then fusebox.targetcircuit being a more "processed" value.
