It *can*.
Select the main text frame and, in the frame palette, clickon "Overflow". At
the bottom, there is a radio button that says "Adjust text to fit" - select
this box and then a checkbox will be enabled that says "Allow text to expand to
fill". Select this box and this will force the text to fill the entire frame.
