I have used this tracking command that you have suggested, but what happens is it looks at the longest line in the text box, tracks it to fill the width of the box, then applies the same tracking algorithm to the other lines. If the other lines are not identical in length (which never happens), then the tracking that worked on the long line will not be sufficient to spread the shorter lines out to fill the box.
