Brad McCormick answered:
Hasn't our society already answered this
question for all those
persons who "come into" an annual income by accident of
birth rather than their accountable personal efforts? (This is obvious,
but surely not irrelevant.)

If I can paraphrase your answer - there is no
philosophical position that would justify a Basic Income because society has
already decided that you can be born with it, you can win it, you can steal it
or you can earn it but we will not give it to you as a basic condition of your
citizenship.
The obvious question is "why not?", we
give citizenship to all because of where they are born and with citizenship come
a host or "rights" based on that accident of birth. Why can we
not include a Basic Income? And if we were to consider it, what reasons
would we use to justify it?
