The proposal to allow minorities to establish states is anarchistic in view of the fact that the smallest minority is the individual. Also not considered is that with corporations being bigger than states, they will simply be playing one off against the other to "get the best price for labour." The only practical way to change from an electoral system to a democratic system is for the electors in an electoral district to build a consensus that will give an elected person something to represent. In the present adversarial environment that can only happen on an issue by issue basis. It will require co-operative consensus building, not majority rule. It is also not neccessary that all electors be involved in the building of consensus, only those who want to be involved. According to stats that show only 3% -5 % of canadians are members of political partys, it should not be difficult to obtain a majorityy on any particular issue. What is required is the riding or electoral mechanism, the envelope within which to build that would parallel the electoral mechanism (polling?) but not be a part of it. Noam Chomsky said in "Manufacturing Consent" that, in spite of all the NGO interest groups, there was not a single NGO that was organised to effectively assist the elected representatives to represent their interests. All that would be required is that a "few good people" should hold democracy dearer than their own particular narrow special and pet personal interests. A philosopher once said that 'individual happiness is impossible to obtain without striving first to obtaining the happiness of all.' Until the people have an effective say in obtaining the laws with which to govern themseves and equitable administrationof those laws democracy will remain a utopian pipe dream. That can only be achieved by our elected representatives representing policies and proceedures, not just people as numbers.
