It is true Saddam orginally 'didn't care much for islam' but his policy changed in the last decade, probably because islamism proved politically interesting for him. He started showing up at religious ceremonies on TV and this way is also trying to control the islamic extremists in the country. He's not 'serious' about islam but serious about the use of it in his own schemes.
