Let me see if I've got the "spirit" of all this correct:

We are doing lots of research on ultra high-tech weaponry.

But are we doing research on the social dynamics of all this
research, etc.?

    decreasing order of importance):

        People (minds)
        Ideas (what #1 think)
        Technology (what #1 do about #2)

Is George Bush enunciating the considered opinion of
America's military elite when he says that 911 shows
us the importance of anti-ballistic missile defense
to protect America against terrorists "with weapons of
mass destruction and the means to deliver them"?

I recently heard a General who sounded like he
had a better understanding of how to cope with our
present situation: He said that if North Korea
ever builds a missile that can deliver a nuclear
warhead to the U.S., we will know about it
long before it can get launched, and we can "take it out"
with conventional force (aome options: soldiers attacking
the launching site, stand-off cruise missiles,
smart bombs dropped from fighter-bombers
in place in the area or on aircraft carriers
off the Korean coast...)  at far less cost and far more
reliably than with an ABM.

As Mr. Wolfowitz has said, yes, hard as it is to believe,
we can shoot down a bullet with a bullet [***IF*** we can get the
counter bullet to where the bullet it is to hit is,
and we don't count as failures the times we don't get that
far in tests, although in reality it would not matter
how we counted or did not count a "boost phase failure"....].
