The George[sic!] Bush team already said this (before 9/11!).  After all,
what the Georgist suggested is what the "war on terror" is about.  Just
that the target countries aren't uninhabited and are changing with the
years (first Afghanistan, then Iraq, then Syria or N.Korea? etc.).
After all, once the infrastructure of a country is destroyed, you need
a new one to test your latest weapons on...

Sounds like yet another reason for the Bush team to oppose Kyoto
and push SUVs.  To get the hurricane economy going...
