You should do this on a recipe basis. That is modify the recipe file
instead of putting it in ~/.fvwm/userconfig
That way, you will be able to not only show the pager as you want to,
but the recipe will be able to understand it and use it. Some recipes
may need additional modifications because they are calculating on the
fly the geometries of the different desktop buttons, and without
testing it, it is impossible to be sure that the result will be in
conformity with the recipe.

In your case, the recipe use its own defined pager, and you midify it
later, resulting into a miss-configuration. 

Also, I don't understand why your userconfig file is into ~/.fvwm
instead of ~/.fvwm-crystal.

Normally, the original recipes are
in /usr/(local/)share/fvwm-crystal/fvwm/recipes/
You can copy them into ~/.fvwm-crystal/recipes/
After restarting fvwm-crystal from the Crytsal menu, you will get a
preferences recipes menu in 2 parts: system and user.
