This discussion deviated from the original topic, but I may add my input.

As it is said already, title bar is not needed for some kinds of windows,
however borders are always desired for esthetic reasons. I have 2 such
sticky persistent windows (pager and custom window with dynamic IP info).

The Move problem is not really related. There are so many ways to move
a window without a title (as well as without borders) in fvwm-themes:

  * drag using mouse 2 on the borders
  * drag using Alt+mouse 2 on the window or borders
  * drag using Ctrl-Alt+mouse 1 on the window
  * Alt+mouse 3 on the window, chose "Move" from the menu
  * drag a window in the pager
  * Mouse 1 on the root or Alt-F1, choose "Window Operations"
  * Mouse 3 on the root or Alt-F3, choose "Move"
  * Alt-F7 to Move focused window
  * and finally the Move bindings on the title

I think I use the last option 40% of time, the second or third options
35% of time, and the first option 25% of time, depending on situation.
(And when my mouse is not detected, the only way is the key-bindings.)
