Yes. Although I can't think of any fvwm-2.x release that provided the functionality you want, I'm thinking about how to do this. Maybe two new focus policies would do: ManualFocus (never focus a window except when the user sets focus on his own with a function) and ClickClientWindowToFocus which works like ClickToFocus but ignores clicks on the decorations.
