Actually, in 4dwm (and mwm,dtwm etc.), the decoration (frame) is the same colour as the icon title (follows active/inactive state). So maybe there could be IconFrameColorset/HilightIconFrameColorset that defaults to IconTitleColorset/HilightIconTitleColorset.
