I think UnderCursorPlacement is a more intuitive name. MousePlacement sounds like ManualPlacement using the mouse. todo-3.0 also mentions UnderCursorPlacementOffset. Or maybe the algorithm should be to center a window under the cursor, but have it fully visible if possible. You should also patch at least the man page (and ChangeLog, NEWS).
