I was on the right track. It was actually pretty easy to track this down
and fix it. I filed a konsole bug report:

I was able to fix my environment by rebuilding console with a small change.
I cloned the konsole repository:
https://invent.kde.org/utilities/konsole.git
and checked out a branch near the version used in my Rocky 9 version
(Rocky konsole package version: 22.04.1-1; tag in repo: v23.04.3).
I just reverted the following change:
git diff 57c9a6856439926972f217f61ad4a4e23ebbe0cc
1e611bd45870c0f094a480610633ec85f1f330a2
It just involved commenting out a couple of lines and changing a couple
of lines.
The build process was easy and reasonably well documented. The
requirements are given in terms of debian packages, but it wasn't too
hard to translate most into RPM names for yum/dnf. Repeatedly building
and looking at errors helped locate the rest.
I am now have have the same beautiful (to me) konsole backgrounds that I
had under my old OS (SL7).
