Yes, fvwm ignores resize requests while a window is shaded.
That's because some programs examine their position after
resizing or moving, which can be all wrong while the window is
shaded (cosider a window shaded to the south). Currently, there
is no way for an application to move or resize its windows while
it is shaded (exactly as for iconic windows).
