Gtk calls them tooltips. The following works for me

style "tooltips"
{
fg[NORMAL] = "#000000"
bg[NORMAL] = "#fcf7bd"
}
widget "*tooltips*" style "tooltips"

I put this in ~/.gtkrc.mine which is included from ~./.gtkrc and
~/.gtkrc-2.0
