FVWM: newbie can't figure out how/where to configure fvwm

I used the tutorial at FVWM Beginners Guide to build a file 
$HOME/.fvwm/.fvwmrc.  But nothing seems changed.  I installed 
fvwm on debian.  I see little documentation on the web site or 
the wiki.  Is there complete fvwm documentaion somewhere about 
how to get started with configuration?
