You can't, firefox does not seem to have any option for that, and
I see no way to satisfy your needs in fvwm.

No, fvwm has no way of guessing if a given window was created by
one instance of an application or by a different one.

The only way I can think of to solve your problem would be to run
a nested X server with xnest in a window and start your sencond
copy of firefox there.
