Hello,

You should not have to modify the initial policy and I would also not
recommend doing this, as this is part of the boot protection of your
firewall.

After boot, the firewall module will connect to the management station
and fetch the policy if it is necessary.  If it sees that the local
policy and remote policy are the same it will install a local copy of
the saved policy.  If it sees the copy on the management server is
newer, it will do a fetch and install the new policy.
