You need to have the encryption license for the required number of IPs
and it is not free.

What licenses are needed to use a Checkpoint SecuRemote (client to
site) VPN? Besides the free SecuRemote license that Checkpoint offers,
I am under the impression that I also need an 'encryption' license on my
firewall module, and that this license is NOT free. Is this correct? I
was under the impression that it was possible to implement a Checkpoint
client to site VPN for free.
