I have seen the same message on different NOKIA boxes, with IPSO 3.7 and NG AI R54 (IP380, IP330). I have unchecked the options in the fingerprint scrambling (TTL, ISN, IP ID), and the fingerprint scrambling option itself, and all the messages you mentionned in the nokia logs, desappeared.
Be careful not to check the TTL option, because if you have VRRP, and NOKIA HA, your 2 boxes will be master (in the RFC, VRRP packets are echanged with a TTL of 255.
