I established a site-to-site connection between RRAS on Win2003 and FP3 (not using 
ISA). On RRAS I created a demand-dial inteface using VPN L2TP/IPSec and I configured 
FP3 to accept L2TP clients. Then in RRAS I added NAT functionality on that demand-dial 
interface. For FP3 this connection is considered as a remote access connection, but 
the LAN situated behind RRAS was able to connect to the LAN behind FP3.
I've not used this configuration in a production environment, so I am not sure it is 
100% working.
