It's broken. Microsoft's reps on the ISA newsgroups confirmed some months
ago that installing ISA breaks the ability of Windows 2000 Server to create
site-to-site IPSEC tunnels. I haven't seen anything since that says it was
fixed, although the replacement for ISA is supposed to be in beta now.
