I noticed the same thing a while ago. I figure that it probably has to do with
Microsoft's NTP implementation. I couldn't get my Cisco routers to sync with my W2K
DC's, either. (And I recently discovered that our RedHat boxes wouldn't work, either!)
Solution -- use 'ntpdate' in crontab. Works like a champ. i.e.:
0 * * * * /bin/ntpdate YourNTPServerName 2>&1 >> /var/log/messages
Syncs every hour.
