I just had this same problem. Check the amount of disk space available on the management server. If there is not enough room to save the policy you will get this error. You can always do a "save" since it makes small changes and does not create a whole new policy. Go to SmartView Status and highlight the SVN Foundation on your management server. Check the disk space.
