Could it be a NGAI problem.

I have the same issue since migrating to NGAI
during cpstart the current policy is replaced with the initial policy.

The modeule then tries to contact the management station to
obtain the current policy, if this fails for any reason
the module remains with the initial policy.

Does any one know of a way to stop the module reverting
back to the initial policy during startup?

If you install a policy, then this will be the policy that is loaded
when the firewall is rebooted.  Maybe I dont understand what you are
asking..?
