For one, VRRP only offers Primary/Slave where Clustering offers
Active/Active.  I believe that is the main difference.  You should be
running IPSO 3.7 build 32 or higher if you want to do Clustering as I've
heard that fixes were made to IPSO 3.6's clustering config.  IPSO 3.6 was
the first version to offer Clustering.  I also know that in IPSO 3.7 VRRP
there is a new option to configure both of the VRRP nodes with one Virtual
IP.  Things that are unique, like interfaces, must be configured
individually.
