I know you've checked these, but I'll take a guess. Check to see if there's a firmware update for your cable modem, and if you have a router sitting in between that IPSEC passthrough is enabled.
I know we have had issues with Westel modems on BellSouth's (USA) network, users updated the firmware and it worked. Of course it would indeed suck if your ISP is blocking IPSEC wouldn't it.
